If you go through the financial reports you'll find Kroger opens more new stores than Albertsons as a company, and the stores they open are considerably larger.
My long running ongoing complaint on Kroger not opening new stores pertains only to the CA/OR/WA territory.
Kroger hasn't opened much of anything in CA/OR/WA in a long time.
When they started getting really big into their Ocado automated warehouse concept they paused virtually all new store construction.
In Arizona from about 2002 - 2010 they maybe opened 8 stores total over that 8 year period and had more stores in the pipeline that were cancelled.
I'm actually more impressed that Albertsons is opening stores in Arizona. There was about a 10 year period from 2008 - 2018 where I don't believe Albertsons or Safeway opened a single store (and they closed at least 1 - 2 dozen stores during that timeframe).

Alamogordo, NM was the lone new Albertsons developed by Southwest Division during the dry period you describe I think. It quickly moved to United before opening though.

I think that Alamogordo Albertsons may have been the only ground-up Albertsons built by LLC ever. In fact, it may have been the only store ever built by LLC, but I'm not 100% sure of this info. The Safeway merger was made official just days before this store opened, which explains why it probably opened under United.

You're right, what is funny about that store is the perimeter areas like deli and bakery are oversized for the United program and have a lot of dead space and poorly or not used display cases. I was surprised they made the division transfer to United right as that store was being finished. The United pricing is probably a better fit for Alamogordo though.
LLC opened a new store in San Luis Obispo in a former Scolaris and in Louisiana in a former something (A&P)? Both of these are gone now.
Also there was a store in Las Vegas that Vons partially built, in 2008, and LLC opened and finished out at 7975 Blue Diamond in 2017. Not sure the exact timing on that or if we can give LLC credit for that one or not. That has been a fantastic performing store for Albertsons. Solid 4.4/5 Google rating. Clearly customers are very happy with that store. Unlike the new Reno Safeway that can barely hold a 4.0/5 despite being much newer and its first couple years had solid 4.7 etc.
