I don't remember anything looking like that in the 1980's but I will say it looks terrible. It's just a jumbled mess thrown together with no theme or color coordination. Hopefully they dump this prototype ASAP.

Big looking store there. It's an old Zody's (which were in the 70K-100K size range. They were called The Giant when Ralphs bought them and then eventually changed to Food4Less. It's been like this for a while (at least since the 90's). They didn't give any details until the day of the vote and that was basically just a few "we saved your [Benefit] and this was the best we could do."

The community doesn't seem be too happy about the density of this project but i bet Gelson's would love to get out of that lease. They are losing lots of $$$ at that location.
